2020-03-17 - Service Authority Meeting Notes

The King George County Service Authority held their March 17th meeting in the Board Room as normal however they adhered to new guidelines on social distancing by sitting further apart from each other. This meant that only some members sat at the dais while others sat at tables arranged around the room. Additionally, the Board of Directors encouraged members of the public to not attend. While they have been broadcasting their meetings on GoToMeeting, the audio quality has largely been sub-optimal. Over the past few months they have worked towards broadcasting via YouTube Live and the results have been encouraging. You can view the video here. The meeting began at 5:31pm.

There were amendments to the Agenda. The budget was added to the Discussion Items.

There was no Public Comment.

Allen Parker said he attended a meeting to hear about a potential rezoning request for water flow for the Gateway Development.

Annie Cupka had a report but didn't share it in the interest of time. Her report, which she emailed to us prior to the meeting, stated she attended the budget meeting on March 4th and thanked everyone that participated in the process.

Michael Bennett also stated he attended the budget work session.

Jim Morris had no report.

Cathy Binder thanked the Service Authority customers in this time of need and thanked Weakley for his hard work.

The Consent Agenda was approved. Jonathon Weakley, General Manager, commented that there was a large dollar amount item listed but said it was for the debt payment and that was why it was so large.

The County Attorney pro tempore, Eric Gregory, had no report.

Weakley said that the Kamstrup Water Meter Replacement Program presentation had been postponed but added some clarity that AMI is the program and Kamstrup is the provider.

The next scheduled budget work session was slated to be March 25th but because of the COVID-19 pandemic, it was postponed until the next regular meeting on April 7th. Because of pending economic downturns and other fiscal impacts related to COVID-19, Weakley said he would work on revising the budget. Bennett asked that the meeting be limited to one hour to help the Supervisors start their meeting on time. Cupka asked to make sure the residents that serve on the Citizen Budget Advisory Committee be notified. Weakley said he would email them and call if necessary and noted that Kim Dodge was in the audience so she was already notified. Bennett said the more he thought about the new AMI program, the more he wasn't sure it was the right time to make the changes. He felt that with the change to billing, another change to the meters may be too much. He said if the other Board members disagreed, he was okay with that but felt the looming economic issues, delayed Public Hearings, especially on the Villages, and the future of the Purkins Corner Waste Water Treatment Plant would impact the fiscal future of the Service Authority. Binder said that meters needed to be replaced anyway and should be the newer model. Weakley said he's working with the financial advisors to see what their recommendations will be.

Weakley gave a short General Manager's Report. He mentioned Murphy talking about rezoning some of the remaining properties in the Gateway Development area. He also said an alert was sent on the new MuniBilling changes and that he briefed staff on the Centers for Disease Control (CDC) and County guidelines on COVID-19. Because of the pandemic, he said the Commonwealth Governors School (CGS) field trip was cancelled and that the scheduled wash out of the Arnold's Corner tank was postponed. He also notified the Board that the Governor and State Corporation Commission (SCC) placed a moratorium on disconnecting services for 60 days.

The meeting adjourned at 5:49pm.
